No way to mark a ship via as active vs inactive

Description This issue relates to i21 Help Desk ticket. Click the link below to go to Help Desk ticket.   [HDTN-244191 - Ship-Via Setup|https://helpdesk.irely.com/iRelyi21live//#/HD/Ticket/?ticket=HDTN-244191] Origin had the ability to mark a carrier as "active" or "inactive" based on whether they were in or out of compliance with our customer.     When a carrier (ship via) was marked inactive, they would not be available to select as a carrier on a contract.     [~mike.noe] - Can you confirm how Origin functioned in this regard?     If confirmed, we need to add this ability to i21 and determine where a carrier can be entered. We then need to validate whether a carrier is active or inactive in that drop down.     Being an inactive carrier should be independent of whether the vendor is active/inactive; however, if a vendor which is also a ship via is marked inactive, that vendor should also not be an active ship via.
