When a user saves newly created contracts the system sometimes asks if he would like to submit for approval; though his authorization should not allow this.
*Steps:*
{color:red}{color}1.Copy Fred approval setup for User1
2. Create an approval setup for User2 who's approver is User1
3. Login User2 in i21 and create a contract and submit for approval
4. Open new browser tab and login User1
5. Approve the contract from User2
6. Close contract
7. Open Contract Search screen and click New
8. Fill up all required details and save contract
Issue - will ask for approval
