Currently the Reports group is constrained by the virtual row it's in on the Menu. This limits the number of Reports we can display in that group or it pushes down the second row of groups as shown below.

Instead, we need a way to isolate the Report column so it can flow past the other rows of menu groups like this.
* The Reports group should always be the last column. In the example below there are 4 columns but if there are only 3 columns on other menus, then the report should be the 3rd column and extend as shown below.
