ISSUE
Whenever loading the Notification panel from Home or from Notification from i21 Menu Bar, the loading will take some time and sometimes will fail

- Whenever user edits a record, it will trigger the auto refresh in the notification panel because of the locked record.
ACCEPTED
-Load the notification panels fast (Added this on separate JIRA http://jira.irelyserver.com/browse/FRM-5176 )
-Remove the auto refresh in comments , approvals and locked screens
-Adjust the timeout. There are instances that it will fail ( see console errors above).
