Document Watcher:
* User scanned "Bill of Lading - 1605007" file into a scanned doc folder (e.g. i21 Scanned Docs)
* Document Watcher automatically transferred the file
* Moved the file to Uploaded folder and removed it from "i21 Scanned Docs" folder
* User once again scanned another document with the same name "Bill of Lading - 1605007" into a scanned doc folder (e.g. i21 Scanned Docs)
* Document Watcher did not transfer this file because it is looking for unique file name
* According to JDE users it cannot assume to have unique names. Since they will be associating to specific contracts we should not check for any unique file name
