Upon upgrading, the environment cannot be accessed
*Steps* :
1. Create an environment
2. Login to the environment and verify the cookie
3. Upgrade the environment to 23.1
4. Login to the environment
5. Verify the cookie
*Acceptance* :
User should be able to upgrade the environment after upgrading to higher version
