The issue is not 100% replicable.
To attempt to replicate the issue:
1. Restart the App Pool of the i21 Environment
2. Login then Select a menu from the Sidebar Menu
3. Sometimes the Skeleton will not clear even after the API request for the Menu is done.
Workaround:
1. Select other menu then reselect again the menu (you selected first)
