Steps:
1. Open existing report builder and open row designer
2. Add a new row name in the middle of 2 different row type
e.g. Row name is in between IDs R264 and R265
3. Click Save
Issue:
After saving, the row name was moved to the bottom of the row designer with ID R271
Acceptance:
Row Name should be saved with Row ID R265
