FRD Column Start and End Offsets are not working for Negative if the Offset takes the date to a year other than the Run Date's year.
For instance, run date is 10/31/2019
If I have a Start Offset and End Offset of -12
I get the dates 10/01/2019 and 10/31/2019
IT should be dates 10/01/2018 and 10/31/2018.
Appears to happen regardless of the offset if the Start and End dates are in a previous calendar year than the Run Date.
