Steps:
1. Delete row or col that is already used in Report builder record.
Issue: It allows to be deleted.
Expected result: You will not be allowed to delete a row if it is being used in the Report Builder record. If you intend to delete it, you will have to remove that row designer from that report builder record and go back to this Row/Column Designer screen and delete it.
