Note that there are system controlled payment mehods like :
Check and eCheck - when we install the database thse methods can not be updated by the user. I believe that "ACH" should be added to the payment methods and controlled from a system perspective so noone can delete this payment method.
note how check and eCheck are system controlled and can not be deleted.
