*Steps* :
1. Install i21 build 15.31.0912.131
2. Login as security, then import a user with a seleceted user role. Logout.
3. Login using the specific user that has been imported. Terms and condition should display as well as the menus but the screen is displaying white space/blank.
_Note_: This is only encountered using new created user or new imported user.
*Issue* : Error in console is being encountered upon login using a new user. Also, there are no menus displaying in dev build after login. This is encountered in 15.31.0912.131
