Can not delete system defined payment methods.
Ensure that Check ,e-Check , Debit Memos and Payments are all locked as payment methods and that none can be added - only made inactive.
Check : Prints a check
e-check : Creates a payment but does not create a check - this is for electronic checks
Debit memos and payments: Allows you to apply debit memos and payments
