*STEPS:*
1. Create User and with no admin rights user role.
2. Login using the created user. From Payroll, click Employees menu.
*ISSUE:*
1. The user is allowed to create an Employee Entity though he/she does not have Admin rights.
2. Click the Save button and as you can see, it loads the Employee tab detail though Employee tab is hidden.

User with no admin rights should not allowed to create Employee Entity.
