Create a server side method that will return the list of approvers.
Current requirement
* Return list should contain the email addresses of the approvers if applicable
* Method should have a parameter below and filter accordingly the approver lists
** screenName = the specific screen for the approver list.
** entityId = customer/vendor used in the transaction
** isPortalUser = Specify to get the list for portal users only or not
