*Make the 1099 name Editable and not read only*
the problem is if you are entering 1099 info
* the first thing you would type in is 1099 name
* but since the Form box is set to none
* you can not edit the name
* you have to move to the form box first and pick a form then pick name
There is no issue with making the 1099 name field editable even if the form is blank - so remove read only controls from 1099 name
