When creating any type of entity contact the Portal permissions should be visible for help desk

Description *Problem*   When you create an entity the contact should be allowed to have help desk permissions if the portal access flag is checked - no matter the type of entity.     *Background:*   Currently the help desk options are only avaialbe to customers. This is not appropriate. There are many types of entities that would be able to have acess to help desk if assigned. for example lets say you have an employee and they are on payroll - we should have the ability to create employees and assign help desk permissions. We may hire someone as a contractor to help us with our applicaiton - in that case they would be a vendor - they should have the ability to get help desk permissions as well.     [~Todd.Renner]
