User with admin right cannot view employee tab
*Steps* :
# In System Manager > User Roles, create new user role with role type as User
# In Payroll menu > Employee set up admin ranking (ex. 3)
# In System Manager > Users, select employee and open
# In User tab, uncheck Disable User (if max active users are reached, disable other user)'
# Select created user role in User Role field
# Click User Role label
# Select Payroll > Employees
# Save changes
# Login employee
# In Payroll menu > Employees
# Open an employee with higher rank (4 or higher)
