Business Reason:
Had many records that did not apply budget payments properly over the last year. But they cannot edit any values in this grid to correct.
This is also causing them to show as Budget Past Due.
Lastly, there is a need to do mid year budget amount changes where the Budget amount for the last 6 months might be higher or lower depending on their usage for the previous.
Steps to Recreate:
1. Look up a customer entity that has budget schedule.
2. Modify the budget amount paid and is used.
Issue: Unable to modify these columns. The customer need to modify so they can fix the customer budget schedule to match what actually was paid and amount.
