*Requirements*
We are going to replace the System Dashboard with a built in Dashboard called "Business Insights".
# Remove the existing System Dashboard.
# Create a new Dashboard in the System group to replace it and name it "Business Insights".
# This dashboard will still act like the system dashboard in that it cannot be deleted and we will have preset panels available for it.
# We will create 4 new preset panels based on DASH-2443 and remove all the existing System Dashboard panels.
## Some of those existing System Dashboard panels will become separate screens in the Common Info menu and the rest we will eliminate. Separate Jira tickets are created for this.
# Add a User Preference in the Dashboard section to allow this Business Insights dashboard to automatically open when launching i21.
