Steps:
1. Open Contract 10526
2. Update contract status to Re-opened
3. Create Load Out ticket and distribute 1,000 QTY
Issue:
SBD is logged

Accepted:
Should not show SBD until all QTY is distributed.
Note:
Contract 10526 is manually priced before rebuild. Also, replicated is new contract.
