*Steps* : [http://jira.irelyserver.com/secure/Tests.jspa#/testCase/ZEI-T1205]
*Issue* : Currently users are allowed to perform cancellation on the Delay pricing (DP) contracts when the contract has some available balance.
*Acceptance* : This action needs to be restricted for the DP contracts. The contract status should not show 'cancellation' in the drop down when user try to open the sequence of a DP contract which has available balance.

Note :- In case the available balance is zero for a DP contract then the sequence contract status should show cancellation in the drop down and users should be allowed to perform cancellation.
This change will be applicable for all the customers in 20.1
