*Steps:*
# Create DP Contract
# Create Customer Hold Ticket
# Transfer ticket to DP Contract
# Cancel sequence
# Reopen sequence
*Issue:*
Issue #1 - DP contract# 10341 was short closed when there was bushels applied to it. Should not be able to do that.
Issue #2 - When the DP contract was short closed it make the DPR 2000 shorter but when it was reopened it did not increase the DPR.
Now, the DPR is exactly 2000 off and everything else has been accounted for.
