Steps:
# Update customer db from 19.1 to 20.1
# Ran Contract Balance as of 4/30/22
For new transactions:
# Create contract (04/20/2022)
# Create ticket and save (4/20/2022)
# Distribute ticket (5/1/2022)
# Run Contract Balance
Issue: Contract Balance is not running as of "To Date". Balance that are finished on May does not appear when report is filtered as of 4/30/2022
Acceptance: Completed/Closed contracts but still open on the selected as of "To Date" should still display in the contract balance
