*Issue:*
Scenario:
User created a new contract duplicating from existing contract.
On saving, system didn't ask for submit for approval.
User could save and make few adjustments on 30-Nov-2021.
Again on 1-Dec-2021, user enter the vendor reference in the Entity Contract field and that triggered approval for the first time.
