Issue:
This is to prevent future conflict with customers that want to save contracts without sequence and customers that restrict these steps.
Accepted:
To have a configuration that will allow the saving of contract without sequence.
*Per Jeoff: label should be "Allow Header Save with no Sequence", default will be unchecked which means that Strauss will need to check it.*
