# Create a Purchase Basis contract
# Create scale tickets and apply to basis contract
# Price Basis contract
# Review Voucher's for checkoff tax.
Issue: No checkoff tax on voucher after pricing a basis contract that has tickets applied.
Acceptance: Voucher should compute checkoff tax
