Issue: System should allow to slice a sequence even if sequence is associated with inactive items.
Steps:
1. Create a contract header
2. Click on insert sequence.
3. Add sequence with Contract Item/Producer.
4. Form the maintenanc, screen, make Contract Item and Producer as inactive.
5. Open the created contract.
6. Click on Slice.
7. Currently system is displayed validation message for the inactive item and does not allow to save.
Expectation: System should allow to slice a sequence even if sequence is associated with inactive items.
