1- vendor id is 12345. user creates a contract and sequence and hits save. It generates 12345.1 as teh number.
2- now user changes teh vendor . the new vendor's id is 12346 and saves
3- now the contract number is 12345 but for a vendor whose id is 12346
this needs to be avoided, so dont allow user to change the vendor post saving the contract
