Issue: Cannot post payment
Steps to replicate:
1. Go to Purchasing > Pay Bills > Pay Bill Details
2. Search Payment 'PAY-2013'
3. Post Payment (Echeck, Check)
4. Unpost Payment choose (Echeck, Check))
6. Re Post Payment (Echeck, Check)
7. Encounter Error
