Steps:
1. Go to Sales > Customer > City of Center line
2. Click Customer Tab> Taxing Tab
Apply Tax Exemption
* Tax Code = Federal Excise Tax Gasoline
* Partial = 100%
* Tax Code = MI State Excise Tax Gasoline
* Partial = %
3. Go to Card Fueling > Transaction
4. Open CFDT-76952
*Issue:*
After update to 0618
when user imports PT file Government (Tax Exempt) customers are having tax applied.
Searching transactions we found City of Center line not correct CFDT-76952

tested in 99 by having user import 20th again
and then the 18th

0% and 100% Partial Exemption should work the same.
