Issue:
CF > Network Cost > Import - Ignore Invalid Costs in import file
Steps:
Able to recreate
1. CF > Network Cost > Import
2. User selects import file
3. Error message stating Input string not in correct format appears
4. Import fails.
5. No console errors.
Sample files attached to this ticket in attachments.
User was able to import network costs successfully prior to 2/22/19.
Please see screenshot for reference of error.
Acceptance:
Should be able to import Network Cost without error
