CFN Transaction Import is unable to map tax codes properly

Description Issue:   Import of CFN transactions will create sites if not available. The site creation does not load the state code for the site. So State code is added, and the batch deleted and a re import is done. The Tax mapping still will not pick up tax codes for the state if they are remote transactions, unless a state tax group is also added to the site for the state the Local sites are in.   The tax mapping has the state code and the tax code mapped, to the appropriate I21 tax code, The import does not appear to look for cross reference tax codes WITH state codes, if the transaction is a remote or extended remote. it only looks for blank state code in the CF>NETWORK>TAX-CODE table if it is a remote. Missing the state specific tax records for the SITE the transaction is for. Which happens to be in the same state as the local Sites, This results in a Tax code not found error.   Attempts to add the taxes to the remote state tax code group resulted in other state taxes to be messed up.     Remote and extended remote transactions need to look not only at the blank tax code table entries but also at the State specific tax codes. PPSI network tax mapping works correctly in the import, for this scenario, the CFN does not.   [~brian.kay] Has seen this and can also give additional information.   Sample import File attached,   Screen shots of network tax map and errors in comments.   This is only not a blocker, because if a tax group for the state the site is in is added to the site it will map the taxes correctly, But this is next to impossible to do, for every site for the home state. The state code is available in the site table, It should use that to also look for tax records with that specific state code, if it is a remote or extended remote transaction.       Steps:   Using J&H Oil DB, import transaction from provided import file   Verify CF transaction tax codes     Acceptance:   Map taxes correctly for Remote\Ext Remote Transactions
