* Requirement
** When Card Type = S (Single) or D (Driver)
*** Find Last time by comparing Card # only
** When Card Type = V (Vehicle)
*** Find Last time by Comparing Customer # and Vehicle #
** Do not report errors on multiple line records that are not the last line.
