** Avoid unnecssary loading and clean-up usage for customers.
* Issue #1 - Loading - re-loading
** On Re-open of the Quotes screen
*** Do not load prior records or parameters
*** It should be a fresh screen every time and all fields blank except Date.
**** Date will continue to be Defaulted to Today's Date
** This should also apply the same way in the Customer Portal Quote Screen.
* Issue #2 - Remove Product Drop Down from Screen
** Product Drop Down includes all the Gas/Diesel products available on the entire network and is confusing to end users if they pick a wrong product that is not stocked at a specific site.
** With the ability to easily filter by item, we will just allow that on portal.
** This applies to Portal Quote screen only
* Issue #3 - Re-opening screen is adding extra filters rows for Site and Item on each open
** Should only show Site and Item filters once
* Issue #4 - Make Report Messages Quote Header text box auto-grow to display full content.
