** The customer is getting new 18.3 builds twice a week.
** In 18.3 we added new Group Adjustment Rate Header Table in addition to the Detail Table.
* Issue
** Group Adjustment Rate Details are missing after upgrades.
* Steps
** Import Group Adjustment Rates from CSV
** Load New 18.3 build
* Requirement
** The database should only be updated once when upgrading from 18.1 to 18.3.
** Do not re-run database changes on upgrades once the new Header table exists.
