** Add Grouping Level by Site to Quote Screen for CSR and Portal
*** Move Network, Site, Address, City, and State into a Header Line
*** Reposition Remaining fields to be seen without scrolling
** Move Tax Expansion button to Item Detail Line
** Move Effective Date to Be after Item
** Should be able to filter grid for Site without re-running quote
** Should be able to filter grid by Item across all displayed sites without re-running quote
