** Vehicle Required is prompting excessively when customers have a mix of single card and dual cards.
*** Single Cards will not include Vehicles Information
*** Dual Cards includes a Card and Vehicle
* Requirements;
** When Vehicle Required = Yes and (Card Type checkbox = Dual=Yes or Card Type is Null)
*** Enforce a Vehicle # based on Card Type. IE Dual Cards will require a vehicle #.
** When Vehicle Required = Yes and Card Type checkbox = Dual = No
*** Single Card - Do no not give an error when Vehicle# is 0 or Null
