** Current Screen requires will require significant scrolling after data is accumulated.
* Requirements:
** Add Grid on Group Adjustment Rates and all available fields shown on the screen
** Alter Screen to Add New Records or Edit Existing records by Site Group and Date
*** Move Effective Date to Header
*** Only show records for the selected date and Site Group
