Steps to Recreate:
1. Log in as Charlee
2. Click Dealer Credit Card
3. Create a new record.
4. Notice you do not have any vendors available to you.
5. Log in as irelyadmin
6. Click Dealer Credit card
7. Create a new record.
8. You will have a vendor show. (They only have 1 vendor setup for dealer).
irelyadmin user does not have location specific setup. Charlee has very specific locations.
Note: I don't think default location should be used in Dealer Credit Card.
