1. Restore clients backup. See environment.
2. Ran Tax Report for January with Tax Exemption Only equals false.
3. Re-ran tax exempt only = true.

No customers showed up.

As per checking, these are the invoices tagged as tax exempt without tax for the month of January 2019.
