[Billable] - Unable to import if customer's warehouse is inactive

Description *Steps:*   1. Sales > Import Billable from Helpdesk   2. Select tickets to import.   *Make sure the customer's warehouse selected is inactive.   *Issue:* The pop up will say successful, but the invoices will not actually be created and tickets are still there.   *Accepted* : Billable transaction should be imported.
