** Tax Exemptions that include a Card or Vehicle are being applied to cards that are not set as exempt.
* Requirements
** If Tax Exemption is setup with Card #, only apply if the Card Matches
** If Tax Exemption is setup for Vehicle #, only apply if the Vehicle Matches
** If Tax Exemption is setup for Blank Card # and Vehicle #, apply to all Cards and Vehicles.
** If Tax Exemption is setup with Card # and Vehicle#, only apply if the Card and Vehicle Matches.
