1. Filter Item based on selected Item Category
2. If there is no Item Category, show all items. When selecting an item, and the item category is blank, default the item category to that of the selected item.
3. When the user changes item category after #2, clear out the selected item
Accepted usage:
a. Item category matches to that of selected item.
b. Item category cannot be blank if there is a selected item
c. Item category has value while item No is blank

1. Change column order as shown above: Item Category, Item No., Tax Class, Tax Code
2. Filter Item No by what's selected on Item Category
3. Filter Tax Class by what's selected on Item Category
4. Filter Tax Code by what's selected on Tax Class
5. When Item Category is blank, allow selection of any Item. Then default the Item Category to that of selected Item.
6. When Item Category is blank, allow selection of any Tax Class.
7. When Tax Class is blank, allow selection of any Tax Code. Then default the Tax Class to that of selected TaxCode.
Note: Current tax implementation for exemption does not need to be changed. Right now, it is looking for matching setup. So we will drive the screen such that the user will not put non-matching setup (.e.g Tax Class that does not belong to selected Item Category).
