*Steps to Recreate:*
1. Set company config as uncheck for "Limit Contract Application by Location".
* When unchecked, this means it should allow the user to apply contract to all locations regardless of contract setup.

2. Enter a contract for a specific location (required field).
3. Create an invoice for a different location for the customer for the item in the contract.
*Issue:* the contract will not be usable.
*Accepted:*
* Should allow us to use the contract for any locations when company config is set to uncheck.
