Forgiving finance charges says successfully forgiven but actually not

Description Version: 17.3.1103.133   + *Steps:* +   1. Restore customers database. See environment for db backup.   2. Go to Sales > Service Charge Invoice.   3. See recording from the comment section below.   + *Issue:* +   This should have been fixed and should be functioning correctly more importantly on 17.3 but apparently it is still not.   Please attach the fix to patch to the customer
