Description This issue relates to i21 Help Desk ticket. Set budget for customer ( refer to scenario 13 precondtion for steps) > Receive payments > Select customer with set budget > Check Apply to budget option   *Issue:*   Apply to budget option is disabled   *Acceptance:*   Should be able to check apply to budget option since customer has set budget
