Business Background:
When ACH remititance are created for the customer it is done days in advance. This allows the customer to know when a draft will be taking place on their account.
Example:
Today's date: 8/25/2017. - I will create the file for the bank today and email customers today.
Effective Date: 8/31/2017 = This is the date the payment will be made in the system. This is also the date we will draft their account.
Steps to Recreate:
1. Created a payment for 8/31/2017. This is the date the amount will be drafted from the bank.

2. Generate ACH. Received this error message. This error is incorrect. It should allow us to generate the ACH for future transactions. This is the normal process for generative ACH for customers.

3. Just so I can show the remittance report, I modified the payment date to 8/25/2017. (this should remain as 8/31/2017).
