Steps to Recreate:
1. Sales > Tax Report Grid > Find an invoice with county. If you are using FB data, filter SI-8843.
Notice that not all the lines in tax grid for that invoice has county filled in. Some of the invoice has county but the others does not.
Requirements:
Make sure the county line is filled in if the customer has a county setup. This will allow us to filter by county and have the proper totals.
