Business Reason:
When customer runs service charges this is normally done at the end of each month before statements go out. We can however calculate everyday if wanted. However, we should not allow calculation on the same date.
Requirements:
1. Add a field in Customer entity for last service charge date. http://jira.irelyserver.com/browse/EM-2010
2. After calculation of service charges, update the customer entity with the date.
